Which home survey do you need?

The right survey depends on the building in front of you. This is the companion to the survey chooser; the reasoning underneath the questions, so you can understand why a particular survey suits a particular home.

The right survey depends on the building

The right survey is the one that matches the building in front of you: its age, the way it was built, the state it's in, and what you intend to do with it. A solid, well-kept 1990s house and a damp, much-altered eighteenth-century cottage are not the same problem, and they don't need the same depth of inspection.

This matters because the cheaper survey is a different piece of work, with a narrower scope and a different purpose. Buy the wrong level and you can end up paying for an inspection that was never designed to find what your building was hiding. The question worth asking is what the building needs someone to look at properly, and how that fits in with what your plans for it are.

The three RICS survey levels, in plain English

RICS (the Royal Institution of Chartered Surveyors, the professional body that regulates surveyors) sets a common framework called the Home Survey Standard. It defines three levels of residential survey, so that "a survey" means something specific. Every chartered firm must tell you which level you're getting and what that level covers. The three share the same plain-English "traffic light" condition ratings: green (no repair needed now), amber (needs attention but not urgent), red (serious or urgent). At a glance you can see where the problems are. What changes between levels is how deeply the surveyor looks and how much they explain.

Level 1: the basic condition report. A non-invasive visual check of a conventionally built, modern home in reasonable condition. It rates the main parts of the house and flags anything serious or urgent, so you can make an informed decision. It reports the building's condition; advice on repairs or maintenance themselves would need a fuller survey. Think of it as a sound, concise overview for a straightforward property where you don't expect surprises.

Level 2: the intermediate survey (the "Homebuyer" level). A more extensive visual inspection that suits a broad range of conventional houses in reasonable shape. As well as rating each element, it offers some advice on repairs and maintenance, identifies defects that matter, and explains the consequences of leaving them. It is the most commonly bought survey, and for the right kind of property it is the right answer. A version that also includes a market valuation exists, but that's work that must be done by an RICS Registered Valuer (more on valuations below).

Level 3: the full building survey (the most thorough of the three). The deepest of the three: a comprehensive examination of the structure and fabric, describing how the building is put together, what's wrong with it, the options for repair, the likely consequences of doing nothing, and a sense of priority and timing. It's designed to cope with any property in any condition. This is the survey for older, complex, neglected, or unusual buildings; the ones where a shorter inspection would come back inconclusive. It still doesn't open up the fabric or carry out destructive investigation; it's a thorough visual survey by someone who follows the trail of a suspected problem further than the lower levels require.

What actually decides the level

Four things, weighed together and none of them is the price.

Age and construction. This is usually the biggest factor. Homes built roughly before 1919 were typically built with solid walls and breathable materials: lime mortar and plaster, soft brick, flint, timber frames. There are exceptions in both directions, though; older cavity-walled buildings exist, as do later solid-walled ones. They are meant to absorb a little moisture and let it evaporate away later. Most modern homes, by contrast, use cavity walls (two leaves with a gap) and sealed, water-resistant materials. They manage moisture in a completely different way. These two kinds of building fail differently and have to be read differently. A Level 2 inspection, designed around conventional modern construction, tends to come back inconclusive on a traditional solid-walled or timber-framed building, because the things that go wrong in old fabric need the depth and the construction-aware reading that Level 3 provides.

Current condition. A house already showing problems (damp, cracking, sagging, signs of neglect) needs a survey that can investigate and explain them, not just note them and move on. The worse the apparent condition, the stronger the case for Level 3, which is designed to set out repair options and the cost of inaction.

What you intend to do. Your plans change the questions. If you mean to extend, alter, convert a loft, knock walls through, or take on a renovation, you need to understand the building's structure and fabric before you commit, and that's Level 3 territory. A survey that only confirms the place is sound today doesn't tell you whether your plans are sensible or what they'll disturb. (Structural questions, such as whether a particular wall can come out, are an engineer's call, and a good survey will tell you when to bring one in.)

Listed status or unusual construction. A listed building, or one in a conservation area, or anything built in a non-standard way (cob, clay lump, early concrete) carries both technical complexity and, often, legal constraints on what you may alter. These almost always need the deepest of the three levels, by someone who understands old and unconventional fabric. Why old and difficult buildings usually need Level 3 — and when they don't

Put those factors together and a pattern emerges. Buildings that are old, listed, or in poor condition usually need a full building survey (Level 3). Not because Level 3 is "better value" or the firm would rather sell it, but because the lower levels were not designed to read these buildings. The defects in solid-walled, breathable construction (the wrong repair trapping moisture, movement in soft mortar, decay where old timber meets damp) are the things a deeper, construction-aware inspection is built to find, and the ones a quicker visual check tends to leave as a question mark. For a much-altered building, the alterations themselves are often where the problems hide, and untangling them takes the depth of a Level 3.

Not every house needs the most expensive survey, and an honest practice won't pretend otherwise. A sound, conventionally built, reasonably modern home in good order is precisely what the Level 2 survey was designed for. For that property a Level 2 is all you need, and paying for Level 3 buys you little beyond the bill. The skill is matching the survey to the building. Over-surveying a simple house is a waste; under-surveying a difficult one is a risk. Neither is good advice.

What a survey is — and isn't

It helps to be clear about the limits, because surveys are widely misunderstood.

A survey is not a guarantee or a warranty. It is a careful visual inspection at a moment in time. The surveyor doesn't lift floors wholesale, open up walls, or test services. They observe, reason, explain and tell you where further investigation is needed. A survey lowers your risk and sharpens your decisions; it does not promise that nothing will ever go wrong.

A survey is not a tick-box checklist. The value in one is professional judgement about condition: what the building is doing, why, what it means for you, and what to do next. That judgement is why the surveyor's reading of an old building's quirks matters more than the length of the form.

How to get a quick answer

A closing point of principle: an honest practice will tell you when a lesser survey is all you need or when another firm, or a different specialist altogether, would serve you better. The aim is to align the building and your needs with the right survey.
